Both are familiar with the North Country. Have you contacted property owners on the route (at least where you think the lines will go) to see if they have granted easements? We have had success to get folks to refuse permission. Force the developer to threaten eminent domain. They might back down because they may not have been granted utility status.
Get the local press involved (it's no small order). Meet with your NYS Senator and Assemblyman.
Contact the PSC and demand to see the maps. PSC probably won't help, but put pressure on them.
